Cigna commissioned Milliman to prepare a summary of the economic and competitive dynamics that may impact Wyoming’s health insurance market. We explored these dynamics, with an emphasis on employer opportunities to improve quality and access for their employees and the potential implications for insurers as they compete for employer business. We explain the current health insurance landscape, and the role of employers in the market. We found that the unique combination of a mostly rural setting and highly concentrated competitive insurance market can leave it susceptible to changes in large employers' selection of insurance carrier.
